Ager (modern languages, Aston U., UK) has written extensively on language policy, especially in France and Britain. In this volume, he turns to the larger question of motivation, investigating the reasons behind language policies, considering whether such policies indicate corpus, status, or acquisition planning. He then analyzes motivation by breaking it into motives, attitudes, and goals and breaks these three into smaller categories. The presence of the factors within the carefully defined categories and the relation between them are analyzed in light of a number of examples of policy and planning throughout the world to attempt an understanding of a practice often linked to people's fear of others.
