The Iraqi-born authors present a critical examination of the Western assault on Iraq between 1990 and 2003, focusing on the imposition of punishing sanctions as a form of "indiscriminate and brutal collective punishment" that was tantamount to genocide. They begin by describing the social and political development of Iraq under Ba'ath rule (one of the authors was an early member of the party prior to its assumption of power in 1968), favorably contrasting achievements in women's rights, the economy, education, and health to the devastated condition of Iraq after the imposition of sanctions. They then discuss how both the 1991 Persian Gulf War and the ensuing sanctions regime involved breaches of international humanitarian and human rights law on the part of the Western powers. Finally, they make the case that even with the limited nature of the Genocide Convention (drafted so as not to constrain the freedom of action of the victors of World War II) the sanctions regime against Iraq still qualifies as genocide under the terms of international law.
