This volume explores the effects of European Political Cooperation and its successor the Common Foreign and Security Policy on the national foreign policies of Ireland and Austria, two small and neutral states suggest contradicting hypotheses regarding expected foreign policy behavior, with one aspect of the literature on small states suggesting that they should support and follow foreign policy coordination and cooperation because of their limited capacity to influence international events and actors while another aspect suggests small countries with a neutrality tradition would resist adaptations of their foreign policy traditions to recent European militarization policies and increased involvement in world affairs that might violate neutrality and constrain valued notions of sovereignty. These conflicting hypotheses are tested in reference to changes in the organizational structures of the national state institutions involved in foreign policy, changes in the substance of the states' general foreign policy agendas and specific foreign policy positions as revealed in relation to UN General Assembly behavior and commitment to areas of special interest within the Common Foreign and Security Policy, and approaches to neutrality over time.
