Even well-intentioned attempts to advance gender equity policy in education may unwittingly perpetuate discourses and practices that reinforce inequity, asserts Allan (higher education, U. of Maine). Based on her doctoral dissertation (Ohio State U., 1999) and subsequent research, she presents an approach to policy discourse analysis that treats those dominant discourses that are so taken for granted that they are rarely questioned. Following an overview of the theoretical frameworks informing this approach (e.g., critical theory, feminist poststructural discourse theory), she applies this methodology to policy-related initiatives of university women's commissions. Appendices include commissions' official reports used as primary data sources, institutional contexts on those commissions, and a policy discourse analysis of the codes and subcodes of their reports.
