This volume, presented by the World Bank, intends to help governments in developing countries improve their drinking water and sanitation services to households and businesses through private firms. It reviews the various options available, their advantages and disadvantages, the process, stakeholder support, coverage and quality, the design of institutions, legal instruments, management contracts, divestitures, small and large cities, and selecting an operator. Examples of 16 cases shown are in places such as Amman, Gdansk, Cartagena, Chaumont, London and Thames Valley, Manila, Senegal, Santiago, Trinidad and Tobago, and Tangiers. Also included is a policy simulation model with stakeholder analysis, and information on the balancing of service standards, tariffs, and subsidies, and the allocation of risk. It comes with a CD-ROM containing references, documents, links, and other advice. In addition to the World Bank, the Public-Private Infrastructure Advisory Facility and the Bank-Netherlands Water Partnership funded the report.
