Interested in US policy toward the issue of European defense autonomy, Armitage (a specialist on the European Union at the US State Department's Bureau of Intelligence and Research) conducts a comparative analysis of US policy towards the European Defense Community, which it supported, in the early 1950 and US policy toward the European Security and Defense Policy, of which it was more suspicious and skeptical, in the late 1990s. In addition to discussing whether the structural components of the Cold War are explanatory of the this change in US attitude, he also addresses a subset of other questions, including the reason the US allowed the French so much policy influence in the 1950s and the role of institutional or policy equilibrium in "locking-in" NATO as the US's institutional preference in more recent years.
