Current World Trade Organization rules allow countries to impose duties on foreign imports in the case the case of dumping, where a foreign company exports products at prices below the price of production. These "antidumping" practices, says Barfield (a resident scholar at the American Enterprise Institute), are a threat to global trading, especially in the realm of the high-tech sectors. He surveys recent U.S. government attempts to invoke "antidumping" provisions, arguing that they've had negative consequences for other industries, consumers, and workers; they've damaged the integrity of legal processes; they are not effective in aiding industry; and, in any case, the speed of the high-tech sector frequently makes them irrelevant.
