The anthology is a tribute (liber amicorum) to international law scholar Vera Gowlland-Debbas, so many of the contributions are from the Graduate Institute of International and Development Studies, Geneva, from which she retired in August 2009. The another cluster is in Britain, but scholars from across Europe address issues of international law in relation to the law of the United Nations, human rights and humanitarian law, and compliance and dispute settlement. Their topics include the subject of subjects and the attribution of attribution, targeted sanctions and obligations of states on listing and delisting procedures, the wall in the occupied Palestinian territory, whether compliance with human rights norms extra-territorially represents human rights imperialism, early doctrine leading to an international law of responsibility, and Georges Scelle's role-splitting theory regarding unity in the application of international law at the global level and the responsibility of judges at the national level.
