In 1956, at the height of the civil rights era, the Mississippi State Sovereignty Commission was created to counter the movement for racial integration. Bowers, a career journalist, chronicles 10 years of the commission's propaganda campaigns, bribery, and its collection of files on 87,000 citizens and organizations including freedom riders and protest marchers.
