The Indian Supreme Court, in a series of ruling issued since the 1970s, has put forth the position that the Parliament has the power to amend the Indian Constitution, as long as amendments to not alter the "basic structure." The 14 papers on Indian constitutional law presented here by Chopra (political analyst and former chief editor of The Statesman, India) were originally presented at a 2004 seminar in which participants were asked to consider the proposition that: "Indian federalism faces the risk of a constitutional impasse between the Supreme Court and the constituent power of Parliament. In the past such conflicts could be resolved by referring to the Constitution.
