The papers compiled in this book focus on use of computational intelligence techniques in architecting engineering systems. As the world is moving towards a networked society, business and government applications require integrated systems that exhibit intelligent behavior. The dynamically changing environmental and operational conditions necessitate a need for system architectures that will be effective for the duration of the mission but evolve to new system architectures as the mission changes. These systems necessitate the use of computational intelligence in their design to meet the consumer needs of adapting and responding to changing conditions. In 2009, the Missouri University of Science and Technology, in cooperation with the System Engineering Graduate Program within the Engineering Management and Systems Engineering Department organized the ANNIE 2009 Conference to advance the techniques of Computational Intelligence in the area of architecting engineering systems, This was the nineteenth meeting since the founding of the ANNIE conferences in 1991. The conference was held in St. Louis, Missouri, USA, and attracted 120 papers internationally, Each paper was peer reviewed and revised by the authors before being included in the book.
