All three volumes contain appendices with primary documents and reference information as well as a bibliography and comprehensive index. The material is well-written and accessible to the advanced high school and undergraduate student, with lists of references provided at the conclusion of each sub-section within the chapters. The organization of the work is commendable, providing the student and interested reader with clear definitions and discussion of the big picture before moving into specific issues and solutions. The sections on government includes examples from state and local governments as well as the policy trends of larger bodies.
