Using both survey and ethnographic research techniques, this study examines linkages between changes in US immigration control policies and changes in Mexican migrant behavior, including decisions to migrate or stay at home, choices of destination, modes of entry, and likelihood of participation in a possible temporary worker program. The study finds that, while potential immigrants are well aware of the increased risks in migrating, US policy is having little effect on their decision-making beyond choice of migration strategy.
