Within the emerging legal regime of the European Union, asylum and immigration law, criminal law, and police and judicial cooperation are collectively referred to as the Area of Freedom, Security, and Justice. This area has developed rapidly with the European Council's Tampere Programme of 1999, Hague Programme of 2004, and June 2005 Action Plan.
