This issue of the Yearbook , edited by Dinstein (Tel Aviv U., Israel), contains 11 papers presented at the June 2004 "Conference on International Law Challenges: Homeland Security and Combating Terrorism," which was held at the US Naval War College in Newport, Rhode Island. The papers discuss issues of jus ad bellum (justice in going to war) and jus in bello (justice in the conduct of war) generally and in the context of the US invasion of Iraq. They also look at security issues such as limits on the use of force in maritime operations, the Proliferation Security Initiative announced by President Bush in 2003, and European and German security policy in relation to border controls and international terrorism. The International Court of Justice's advisory opinion on Israel's "Separation Fence" (or "Apartheid Wall" in critics' formulation) is also analyzed and critiqued. The volume concludes with legal analysis of recent judgments of the Supreme Court of Israel relating to the occupied territories of Palestine. Martinus-Nijhoff is an imprint of Brill.
