Eckardt articulates and tests the hypothesis that the performance of local governments is determined to a significant extent by the effectiveness of political accountability systems that ensure the public control of government actions. His basic argument is that encouraging sanctions on non-compliant public agents, or reducing the information gap regarding government activities, will create forceful incentives for elected officials and civil servants to reduce opportunistic behavior and improve public service provision. He also contends that elected and hired agents will try to protect their personal opportunities, thus creating an institutional block to accountability. No index is provided.
