Shifts in policy in the recent past have put social workers in an unenviable position. They are charged with following the rules and enforcing them, but many find that doing so violates their basic values. Ferguson (social policy, Liverpool U.) examines the conflicts between policymakers, who tend to be either hostile (in the case of Conservatives) or ambivalent (in the case of New Labor), and social workers, exploring the promise and reality of neo-liberalism. He then focuses on the roots of New Labor's attitude, expressed by "managerism" and regulation as well as evidence-based practice, and the effects of consumerist models. He explores a radical tradition of social work, two models of social work, and the ways in which a growing opposition to the neo-liberal schemes of the past two decades is affecting delivery of services.
