Fitzpatick-McKinley examines the passages in Nehemiah that many scholars believe are a contemporary report on Nehemiah's building project in Jerusalem in the middle of the fifth century BCE, and are the only really historically reliable account of Yehud during the Persian period. In the Nehemiah Memoir, as the passages are called, Yehud appears as a region that is not under the direct rule of the Persian Empire, but is ruled by a number of indigenous rulers, each of whom appeared to display a certain degree of deference to Sanballat, who operated from Samaria. Along with other biblical passages, she says, the memoir credits the Persians with assisting groups of Judeans, notably led by Judean-Babylonians, in reestablishing Jerusalem, its cult, and its population.
