As part of the effort to achieve the Millennium Development Goals set by the UN in 2000, this report describes current conditions and the work needed to improve the housing of the urban poor. It gives the dimensions of the problem (more than 900 million people live in slums and very little is being done to acknowledge their plight), recognizes the urban poor as active agents of development, noting that community-led work on slums is often effective, advocates reaching the 2015 targets through improved governance, supports the enactment of pro- poor policies, requests mobilization of resources and investments, and upholds the ideas of empowering local action, monitoring progress and investing in the target to improve the lives of slum dwellers, suing examples from Central America and Sub-Saharan Africa.
