In the late 1990s, a wave of countries, both those with private railways and those with government-owned railways, began to restructure their railway systems. Some, such as the United States and parts of Latin America, opted for privatization, while others, particularly in Europe, focused more on "unbundling" train operations from infrastructure. Gómez-Ibáñez (urban planning and public policy, Harvard U., US) and Rus (economics, U. de Las Palmas de G.C., Spain) present eight chapters that examine these experiences and debate the relative merits of the two paths. An overview of the basic issues and debates is followed by a discussion of the restructuring models prevalent in Europe and the specific decisions taken in Britain, France, and Spain. The privatization efforts of the US and Latin America are also examined and a final chapter, by Rus, synthesizes and summarizes the evidence from the preceding chapters.
