Green (geography, King's College, London) traces the history of the implementation of the British Poor Law in London from the first enactment in 1790 through the 1867 Metropolitan Poor Act. He points out the difficulty in providing assistance to those in need without bankrupting the state or putting most of the aid money into administration while delineating the desperate need . London had a variety of methods for helping the poor. The workhouse was one of the least expensive. Under a Malthusian philosophy, it was meant to be unpleasant enough that people would find work rather than stay there. However, Green also provides statistics indicating that most paupers were women, children and the elderly. The account of London's struggle to care for its poor gives many points of view and Green is even handed in showing that many administrators were bound by a desire to help and that not all the poor were deserving.
