Critical of the technological determinism frequently found in commentaries on e-government, the editors (all of Leeds Metropolitan U., UK) presents theoretical and empirical investigations of e-government initiatives across the European Union with the intent of enabling readers to analyze and critique local, national, and global efforts of technology-enabled change in the processes of government. The volume's 13 chapters begin with theoretical discussion of the limitations of current e-government plans and policy and of the policy processes associated with local authorities' employment of closed-circuit television. Focus then shifts to issues connected to the information and communication technology-enabled transformation of government service delivery, including e-government stages of growth models, local public administration on the Web in Spain, and international e-government benchmarks. Later chapters explore the impact of the modernization of information systems and processes of government on questions of democracy and accountability, the economics of e-government at different levels, citizen perception of electronic service delivery in the UK, and issues of digital exclusion.
