Like Minorities at Risk (1993) whose sequel this is, this collection surveys the world for signs of conflict between governments from democracies to autocracies and particular groups, reporting in statistical and narrative detail on 275 politically-active ethnic groups during the 1990s. Perhaps surprisingly, the book documents a decline in such conflicts, attributable in part to increasing abandonment of forced assimilation policies in favor of more pluralistic ones. Articles are preceded by brief abstracts and many of the international contributors are researchers for the U.S. Institute of Peace. Gurr, the book's editor and major contributor, is distinguished professor at the University of Maryland where he also directs its Minorities at Risk project. Annotation c.
