Hodge (criminal justice, the University of Missouri) argues that because some men use gender-motivated violence to dominate and control women, male violence against women should be treated as gendered hate crime, with offenders prosecuted and punished accordingly. To explain why gender is included as a protected group in some states but not in others, the book begins by examining the creation of hate crime legislation within a jurisdiction, reviews the literature on the development and enforcement of hate crime law, and looks at how media, advocacy groups, and politicians frame such legislation to the public. A state case study analyzes New Jersey's legislative history, drawing on newspaper articles as well as interviews with county prosecutors, bias crime investigators, representatives of special interest groups, and a lawmaker.
