Hoffmann (history, The Ohio State U.) demonstrates that the Soviet's 1930s campaign to effect social improvement on its citizens was not unique, but rather paralleled the efforts of other European governments and American government to embed values such as order, efficiency, sobriety, and literacy in its masses. Hoffmann argues that, while critics such as Leon Trotsky accused Soviet government of embracing bourgeois values, Stalinist leadership remained committed to remaking both individuals and society by using selected elements of traditional culture to strengthen the socialist order.
