The Klamath basin of northern California and southern Oregon has been the subject of recent controversies over water allocations. While much science has been done in the basin, a lack of an overall model or vision has prevented the effective use of the scientific findings in resolving the ongoing controversies. Produced by a 13-member committee of North American academics and researchers, this report reviews two recent studies on aspects of flows in the Klamath basin--the 2005 Natural Flow Study (NFS) by the U.S. Bureau of Reclamation and the 2006 Instream Flow Phase II study (IFS) conducted by Utah State U.--and offers recommendations for their improvement. It presents general conclusions and recommendations for a more coherent, systematic, and comprehensive analysis of scientific and management needs for the Klamath basin which should be done prior to the implementation of the committee's recommended improvements to the NFS and IFS.
