Jovanovic (economic affairs officer at the United Nations Economic Commission for Europe) both introduces the neo-classical model of international economic integration and seeks to go beyond it by addressing such issues as economies of scale, externalities, foreign direct investment, and an evolutionary approach to the spatial location of firms and industries. He provides chapters dealing with preferential trade issues related to customs unions and free trade areas; common markets and labor migration; the monetary, fiscal, industrial, and regional policies of economic unions; spatial aspects of past, present, and emerging integration schemes; and measurement of the effects of international economic integration. He concludes with the argument that multilateral liberalization and regionalism can be mutually reinforcing if regional integration schemes adopt liberal external trade and investment property and promote cooperation.
