Kelman (public management, Harvard U.'s John F. Kennedy School of Government) analyzes the process of reform in the realm of government procurement in the United States. Although he served as the administrator of the Office of Federal Procurement Policy in the Office of Management and Budget from 1993 to 1997 and provides some first-person narrative of procurement reform, he primarily relies on data from surveys of contracting employees for the purpose of this study. In the end he identifies eighteen positive feedback mechanisms that he believes can encourage growth of attitudinal support for organizational change and the extent of behavior change.
