Examines the characteristics of North Carolina's African-American population in order to explain the social and political factors that shaped economic opportunity for the minority who successfully acquired property and conducted business during this period. A questionnaire circulated in 1885 by black newspaper editor George Allen Mebane is one of the primary documents utilized for this study. The author blames economic barriers to development, rather than the heritage of slavery, for blacks' poor performance in the market economy. Annotation c. by Book News, Inc., Portland, Or.
