In 2000, the British flood management community reached consensus that there would be significant benefit from developing practical computer-based tools for estimating water level in channels. Various public entities have funded research, and here is an introduction to the resulting Conveyance Estimation System (CES) and Afflux Estimation System (AES) Knight (U. of Birmingham, England); Caroline McGahey and Paul G. Samuels, with a company in Oxfordshire; and North Yorkshire consultant Rob Lamb review the systems and their origins and limitations, then explain practical and theoretical issues in channel hydraulics; understanding roughness, conveyance, and afflux and the practical issues they raise; and further issues on flows in rivers. Though the tools were developed specifically for flood control, they can as easily be applied in whatever context it is deemed necessary or convenient to estimate the level of water in channels under various precipitation conditions, and especially in cases where water is being allocated for multiple uses.
