Of the 33 invited talks and communications presented to the conference, 13 were selected for publication here. One is a special lecture by Jean-Pierre Serre (Collége de France, Paris) on how to use finite fields for problems concerning infinite fields. The others are original research articles covering asymptotic properties of global fields, arithmetic properties of curves and higher dimensional varieties, and applications to codes and cryptography. One of them is in French. Among specific topics are the Giulietti-Korhmaros maximal curve, characteristic polynomials of automorphisms of hyper-elliptic curves, special finite fields, and generalizations of the Brauer-Siegel theorem.
