During the period of the study, says Lerner, the Swiss transformed their polity from a decentralized confederation of sovereign cantons into a modern federal state. He argues that the process was driven by the creation of a new political culture centered around republican ideas, changing understandings of liberty and self-rule, and pragmatic political responses to European cultural transformations. Swiss political thinkers and pragmatic actors debated and reassessed the nature of political authority in Switzerland during the the second half of the 18th century, he explains, then during the first half of the 19th century, Swiss citizens worked out how to implement this new understanding of political authority.
