This work presents a Government Accountability Office (GAO) report and two Senate and House testimonies on the federal role in surface transportation and the goals of federal transportation programs. Chapter 1 is an edited and augmented version of a March 2008 GAO report on the structure and performance of surface transportation programs. It provides principles for assessing options in future surface transportation programs. Chapter 2 offers the July 2008 testimony of the director of Physical Infrastructure Issues, before the US Senate Committee on Finance. Chapter 3 presents the October 2007 testimony of the deputy director of Public Spending on Surface Transportation Infrastructure, before the US House of Representatives Committee on the Budget.
