In the view of Martin (government, Cornell U.) and Steel (social psychology, U. of Tokyo), Japan serves as an important case study for understanding how democracies, specifically democracies imposed from outside, evolve to achieve better democratic outcomes over time. They present 11 papers examining the impact on democratic outcomes of electoral and administrative reforms instituted over the past two decades. The first set of papers focuses on the national level and discusses reforms instituted within the Liberal Democratic Party, changes in campaign behavior, issues of seat inheritance for Diet (parliament) members, gaps between voter policy preferences and party platforms, and reform in the bureaucracy. The next set of chapters explores women's penetration of urban and rural assemblies, party and electoral stagnation in prefectural politics, the potential and limits of antiparty electoral movements in local politics, and the reform of nonprofit organization law.
