Assessing what's known about juvenile crime and its prevention, treatment, and control, this study seeks to point the way toward more effective policies based on empirical evidence and also to highlight areas that need more research. The study's national panel, made up of academics in psychiatry, criminal justice, history, and other disciplines, reports a five-year decline in crimes committed by children and adolescents, in contrast to a widespread public perception that they are ever increasing. The study discusses juvenile crime trends, causes, and prevention as well as the juvenile justice system and its racial disparities.
