The premise of this text is that the United States needs to begin building offshore renewable energy projects--marine wind turbines, wave energy converters, tidal and ocean current energy converters, and ocean thermal energy conversion devices--immediately, within the current regulatory environment, and that the current regulatory environment needs to be changed in order to ease the construction of such projects in the future. It therefore reviews the current feasibility of building such projects and explores changes that can be made to increase the ease of building offshore renewable energy projects.
