In 2006, the author, an academic who had spent ten years as director of the South African Institute of International Affairs, arrived in Afghanistan to work as a senior civilian adviser to the North Atlantic Treaty Organization commander in Kabul, General David Richards. In this volume, he draws on those experiences to critically analyze the counterinsurgency efforts of Western forces in Afghanistan and draws ten counter-insurgency "commandments" out of his experience: don't confuse short-term tactical imperatives with longer-term goals, deal with constraints to economic growth as the essential condition for development, reinforce existing success in identifying areas for development, understand the difference between asymmetric means and asymmetric ends, accept the way local systems operate, the message to the population must capitalize on the fatigue from war and insecurity, don't confuse numbers with effects, understand the basis of local power, beware "high altitude" plans that ignore local and tactical realities, and plan according to available resources.
