Milroy (emerita urban and regional planning, Ryerson U., Toronto) recounts how planners and others conceived a redevelopment program in a small downtown area of Toronto intended to mimic New York's Times Square and London's Leicester Square, and how it all turned out. She uses this example as paradigmatic of planning problems encountered in a broad spectrum of urban areas where pressures of contemporary urbanism are felt, but traditional assumptions no longer produce expected results. The powers and forces configuring urban areas today are considerably different from those associated with the industrial revolution of the middle 19th-century, she argues, and attributes the change to technology rather than to the globalizing economy as many scholars do.
