Reviewing longitudinal studies undertaken by the Department of Education and the Bureau of Labor Statistics and estimates taken from the Census Bureau's Current Population Surveys, Mishel and Roy (both of the Economic Policy Institute) argue in this study that frequently cited statistics concerning United States high school completion and dropout rates are simply incorrect. They find that completion has been increasing and dropouts declining over the past 40 years, although improvements have been modest over the past ten years. They also find that the completion rates for blacks and Hispanics is substantially higher than the 50 percent typically cited for both groups. The study confirms many of the findings presented by Phillip Kaufman at the 2001 Harvard U. Civil Rights Project Conference on Dropout Research.
