Morse (development studies, U. of Reading, Britain) has co-written two previous books introducing a methodology for using indicators to assess development proposals, and describing its application. Thus, he insists, he is not against using such numbers. Nevertheless he warns that indicators are powerful tools but can be used to support recommendations from any number of perspectives, including some that are entirely contradictory.
