Tuyên (Ministry of Information and Communication of Vietnam) explores how the deployment and use of information and communication technologies (ICTs) can support sustainable economic development in Vietnam. The core of the research consists of qualitative analysis of interviews with a broad range of Vietnamese stakeholders. Interviewees in the first round of fieldwork included researchers, policy-makers, managers, and representatives of non-governmental organizations who were asked their views on overarching questions of the relationship between ICTs and economic development, while interviewees in later rounds included nonusers, general users, users of communal posts and cultural points (CPCPs), ICT providers, CPCP managers, and governmental ICT managers who were asked to provide insight on how people live and work with ICTs in everyday contexts.
