Norris (Special Advisor to the President of the International Crisis Group, headquartered in Brussels) recounts the negotiations between the United States and Russia during the 1999 war in Kosovo, reconstructing his account from interviews with US and other officials and his personal recollections of accompanying US Deputy Secretary of State Strobe Talbott (who provides an approving foreword) to the tripartite negotiations involving Talbott, Finnish President Martti Ahtisaari, and former Russian Prime Minister Viktor Chernomyrdin. Norris judges the diplomacy as largely successful, but offers cautionary notes about the fragility of alliances with Europe and the challenges of engaging Russia.
