The Southeast European Cooperative Initiative (SECI), established in 1999, conducts projects intended to enhance the business environment in the region, and security is one of its aims. Under the auspices of SECI, Operation Mirage was conducted in 2002, a transnational effort involving police forces from ten countries cooperating to combat trafficking in human beings and illegal migration. Papanicolaou (criminology, Teeside U., UK) explores the details of that effort and its context, the many obstacles to international cooperation that exist and how they were overcome, and the results and implications of the operation.
