Of the 30 Organization for Economic Cooperation and Development countries, the US spends more than any other on health care. Drawing heavily on OECD Health Data 2006, this report examines why US per capita spending on health care was twice the OECD average in 2004. Health care specialists Peterson and Dr. Burton present data supporting the conclusion that it is not quantity or quality of care that accounts for this ranking, but rather intensity of care, i.e., greater utilization of the latest medical technologies and procedures. Somewhat surprising is the Congressional Budget Office assessment that the practice of "defensive medicine" does not significantly impact costs.
