This volume collects the proceedings of an eponymous May 2007 international colloquium organized by the Faculty of Law of the U. of Trento, Italy, on the relationship of the International Criminal Court with national jurisdictions, particularly focusing on the idea of complementarity, which refers to the principle that the ICC will only initiate a prosecution where a national jurisdiction is unable or unwilling to genuinely conduct its own investigation and prosecution. Opening papers provide a first assessment of complementarity and then discuss substantive and procedural aspects related to United Nations Security Council referrals, inability to investigate and prosecute under Article 17 of the Rome Statute, and the question of time limits. Five of the 13 papers then address recent developments on international criminal cooperation and national implementation, followed by a round table on the ICC's relationship with national jurisdictions and closing remarks.
