Although it receives no mention in the US Constitution, the presidential executive order has developed into a major tool of policy-making by presidents, especially since World War II. The author of this work (the Director of the Office of Legislative Counsel at the Chamber of Deputies, the National Legislature of Brazil) analyzes variables of constraint on the issuing of executive orders in the policy arenas of equal employment opportunity (from Eisenhower to Clinton), agency rulemaking (from Ford to Clinton), and the environment (from Nixon to Clinton). He finds a number of constraints beyond Congress on the issuance of executive orders, most directly public opinion on proposed policy actions and pressures from core elements of the president's support coalition.
