Russell's 1917 classic originally published by Century still manages to be startling, despite its early appearance in his work. No fan of either capitalism or socialism at this stage, Russell is clear on what he believes is an ideal political system: production of goods and technical progress, distributive justice, security against destitution and liberation of creative impulses along with the limitation of possessive impulses. Given these ideals it is relatively easy to predict Russell's preferences for a system in which government would serve as a neutral authority smoothing out questions between self-governing groups.
