Savitch (U. of Louisville) examines urban terrorism, its nature and characteristics, and policy responses and city resilience. He omits extreme cases of terrorism and that in places such as Afghanistan, Iraq, and Lebanon, and instead focuses on "hot spots" in 25 nations or regions such as Northern Ireland, Israel, Egypt, Turkey, and Saudi Arabia. He uses data from the Rand-Memorial Institute for the Prevention of Terrorism Terrorism Knowledge Base database, covering the period from 1968 to 2005 and domestic and international incidents. In addition, other sources include archival material, news reports, government documents, interviews, census counts, mapping, geographic information systems, and secondary literature, as well as spatial analysis. He defines urban terrorism, suggests that it is based on creating mass fear, and discusses characterizations of it and how leaders use mass anxiety to advance their goals.
