Schaffer (social studies, Harvard U.) explores how clean election reform efforts can and do go wrong around the world, harmfully impacting democratic participation purposefully or accidentally. Originally intending to individually focus on different types of reforms such as the secret ballot or computerized voting, he found that outcomes were far more dependent on the motives, knowledge, and capacities of the actors involved in crafting, implementing, or reacting to reform. He therefore devotes his chapters to individually discussing lawmakers; election officials and workers; candidates, their agents, and party leaders; and civic educators in different countries, focusing on the conditions under which their actions in the name of reform become damaging.
