Schneider (political science, Michigan State U.) asks why the government handles some natural disasters successfully, but seems to fail miserably in other cases. It is not due to factors most people would expect, she finds, such as the magnitude of the damage or the amount of government resources committed to recovery, but the size of the inevitable gap between the collective behavior of response victims and the bureaucratic procedures of public officials. Her case studies demonstrate this principle appearing over and over in a great variety of natural disaster situations. The cases are Hurricanes Hugo, Andrew, Georges, and Katrina; the Loma Prieta and Northridge earthquakes; and floods in South Carolina and Tennessee.
